Planning Permits and Building Permits are different areas, that are differently regulated. In very general terms:
- Planning permits regulate the use of land (Planning and Environment Act 1987); and
- Building Permits regulate construction on land (Building Act 1993).

- Planning & Environment matters in the Victorian Civil & Administrative Tribunal (VCAT) involving an allegation of contravention such as Enforcement Order Applications (VCAT);
- Charges brought by the VBA or a Council in the Magistrates’ Court for alleged breaches associated with construction;
- Building Notices, Building Orders and appeals to the Building Appeals Board (BAB);
- Report and Consent applications to a Municipal Building Surveyor;
- Modification and Compliance Applications under s 160 Building Act 1993 to dispense with or modify a provision of the Building Regulations;
